Mayor NAPOLEON DIAZ SALES “Sincere, honest and God-Fearing public servant who leads Manaoag achieve its First Class Municipality status.” Mayor “Pol” as he is fondly called, is on his third term of office as the elected Municipal Mayor of the Pilgrims Center of the North (of the Philippines), MANAOAG. In his 6 years of service, he was able to showcase excellent public service. The hundreds of people who come to his office everyday are manifestations that he is a Mayor of the Masses. He is not only God-fearing but also a compassionate one. A medical doctor by profession, he understands the needs and sentiments of his constituents. Mayor Sales as a doctor is an advocate of life and good health. He maintains a medical clinic he shares with his dentist-wife, DR. ANGIE R. SALES, and extends his office hours as a Mayor and as a Doctor even at his house. In his Office at the Municipal Hall as a Mayor, he meets with guests, visitors and constituents who come and go, asking for either medical help, hospital or burial assistance, recommendations, or just pay their courtesies to their beloved Mayor.
Mayor Pol extends his kindest heart to the needy as he coordinates the conduct of various free medical and dental missions around town. He actively participates in the annual free ‘OPERATION TULI” during summer in every 26 barangays. The Rural Health Office under his direction conducts regular vaccinations in all the barangays. He also provides free medicine and vitamins to indigent patients and free transport of emergency cases to nearby public and private hospitals upon request of the Municipal Ambulance. There are two (2) hospitals open 24 hours for the other health needs of the people. He immediately come to the rescue in times of natural disasters, dutifully lends a helping hand to victims of calamity and personally administers relief operation to make sure of the welfare of the affected residents through the Municipal Disaster Risk Reduction Council which he chairs. His wife DR. ANGIE R. SALES, a dentist and a word proclaimer/lector at the Manaoag Shrine, together with their three sons, Paul Angelo, Napoleon, Jr., and John Carlo, are always by his side in all his endeavors and advocacies as a Doctor and as a Mayor. Nevertheless, Mayor Pol acknowledges that all his visions for Manaoag would never materialize if not with the encouragement of his family and the backing of his equally able Department Heads and all his ever supportive constituents. The tax collection is remarkably improved by the One-Stop-Shop during business registration period, the implementation of stricter rules in issuing business permits like imposition of penalty to late registrants and delinquent business owners. The assessment of realty tax is now consonant with the provincial ordinances, which is only but right to a First Class Municipality such as Manaoag. Through the office of the Municipal Social Welfare and Development, LGU Manaoag maintains 17 Day Care Centers and provides salaries to Day Care Teachers; gives free pre-marital and marriage counselling with responsible parenthood; supplemental feeding; assistance to individuals in crisis situation; emergency shelter assistance; emergency relief and the like. An environmentalist. Mayor Pol has ordered the closure of the open dumpsite and is now undergoing rehabilitation in compliance to existing national laws and regulation. Tree planting activities and the continuing de-clogging of canals and sewerage systems are also part of the Clean and Green project. The Municipal Agriculture Office takes a major leap by introducing the latest technology and innovation in grain and vegetable crops and fostering various programs in animal husbandry. The Municipality also maintains a clean and safe slaughterhouse. Despite the upsurge in business and commerce, the agricultural industry remains to be the main source of income and livelihood in Manaoag – animal husbandry, fruit crops and palay – which gave way to the booming of shops that sells agricultural products. Mayor Pol not only promotes education and literacy but also creates jobs. In fact, he provides financial assistance of P10,000.00 every year for the Brigada Eskwela program which is utilized in the repairs and restoration and even construction of school facilities. He created the Local School Boards where a monthly salary of P3,500.00 with clothing allowance and bonuses (one of the highest if not the highest incentives for LSB in Pangasinan), is provided to each of the twenty eight (28) LSB teachers designated to different elementary and high schools in Manaoag. There at least two (2) private colleges that cater to students who want to pursue their college education but could not affordto enrol in big universities and colleges in the cities. Manaoag has improved overwhelmingly through the variousinfrastructure and building projects. With the help of the taxpayers, Mayor Pol initiated and implemented numerous short and long term projects in Poblacion and all of the 26 barangays. The street lighting, construction of the farm-to-market roads, repair of the public school classrooms, installation of box culverts, repair and maintenance of bridges among others, are only some of the major projects that benefit not only the Manaoagenians but the passing commuters and the thousands of pilgrims who visit Manaoag Shrine. Not to mention the concreting of the parking space at the back of the Municipal Hall and the construction of drainage system. The entrance to the “most visited” Shrine of Our Lady of Manaoag is now clear of ambulant vendors and the shop extensions were removed. The new stalls are now uniform and pleasing to look at. Aside from his administrative and personal duties, Mayor Pol is very much involved in various civic activities. He supports the projects and programs of both the Senior Citizens Federation of Manaoag and the Sangguniang Kabataan Federation of Manaoag, respectively. He faithfully supports the youth and sports development activities of the Sangguniang Kabataan Federation which only shows that he is young-spirited and youth oriented. Just orphaned recently by his late father former Mayor Pedro N. Sales, Sr., he truly feels for the Senior Citizen as well. The member-beneficiary is provided with P3,000.00 death benefits, a medical assistance of P2,000.00 once every year, P1,000.00 mortuary assistance to nearest kin, free burial permit and free rental of the Municipal Cemetery for 5 years. The proliferation of the commercial establishments such as banks (with ATM), pawnshops, gasoline stations, food chains and restaurants, resorts, department stores (with ATM), convenience stores (with ATM), grocery stores, motor shops, and many more are evident signs that Manaoag is fast growing and maturing economically. Investors are now more confident in establishing their businesses here. This only shows that the First Class Municipality of Manaoag is not only a Pilgrims Center of the North (of the Philippines) but is now a fast rising investment capital in Pangasinan. |
